BREVARD COUNTY - The flooding that shut down Florida's Space Coast on Monday grew into a state-declared emergency by evening. Governor Ron DeSantis issued a state of emergency on Monday for seven counties impacted by the flooding, according to Fox Weather's report read by this desk, as the National Weather Service put the storm's peak rainfall at 20 inches in 24 hours over southeastern Palm Bay, Grant-Valkaria and portions of Malabar - a figure the weather service called a 'one in a 1,000-year event.'

The closures now run through Election Day. Brevard Public Schools will close all campuses and offices on Tuesday, November 3 while the district assesses flooding and building safety, with operations expected to resume Wednesday, according to the Palm Beach Post's live updates read in full by this desk. Florida Tech cancelled Tuesday's classes and campus activities as crews clear flood debris, and the City of Melbourne issued a precautionary boil-water notice for all of its water customers after a water main break whose location crews were still working to find.

More water is the forecast before it is the cleanup. All of South Florida sits under a flood watch through Monday evening, with one to three more inches of rain expected and up to nine inches possible in isolated spots - on ground the weather service warns is already saturated. This morning's Tampa coverage reported the flash flood emergency and the U.S. 192 closure; Monday afternoon's developments - the emergency declaration, the 20-inch measurement and a second full day of school closures - are the escalation Tampa Bay readers planning Space Coast travel, or watching Florida's Election Day conditions, need tonight.
