Tampa's District 7 Council Seat Goes Vacant Monday as Luis Viera Steps Down to Run for the State House
Luis Viera's resignation takes effect Monday after 10 years on the Tampa City Council, opening a fast appointment process: applications open Tuesday, the remaining council members vote on a replacement on November 17, and District 7 voters pick a permanent successor in March.

Tampa's City Council starts its week one member short. Luis Viera's time representing District 7 ends Monday, when his resignation takes effect after 10 years on the council, so he can run for the Florida House in District 67 - the seat held by term-limited Rep. Fentrice Driskell, Tampa Bay 28 and Creative Loafing Tampa reported.
The charter clock starts immediately. The city charter requires the vacancy to be filled within 30 days, and the process moves fast: applications for appointment open Tuesday, November 3, at 9 a.m. and close at noon on November 9. The remaining council members will hear from applicants and vote on a replacement at a special meeting on November 17, with the appointee sworn in on November 19, according to the Tampa Bay Observer's explainer on the process.
Whoever is appointed holds the seat only until the voters speak. District 7 - the part of Tampa north of Busch Boulevard, including Forest Hills, Terrace Park, University Square and New Tampa - will elect a permanent replacement in March. For residents, the practical point starts Monday: District 7 has no sitting council member until the appointment is made, and anyone hoping to be considered has a one-week window to apply.
